Copilot Business is stronger when the rollout goal is broad developer coverage and policy consistency, not Cursor 3's deeper multi-agent workflow. If the team will mostly use AI inside familiar GitHub and IDE surfaces, the lower seat price and pooled 1,900 AI Credits per seat usually win.
Does lower Copilot pricing always mean better value?
